why do we say thst not being diseased is not the same as being healthy

We say this because there is a difference between being disease free and being healthy

If we are not uncomfortable or are not suffering from any visible symptoms, we think we are disease free and that we are healthy. But that is not true. We may be disease free but not be healthy because health is something more than absence of disease. It is a state of complete physical, mental and social well being and disease literally means being not at ease or being uncomfortable. It is possible to be in poor health without actually suffering from some specific disease.

Health is considered that state of a person, when his/her body organs are functioning at the best physiological level and body as a whole is able to perform at its full biological potential. For example, if our grandmother or grandfather is able to go out to the market or visit neighbours, she or he has a good health, but if not able to do so, she/he is in a state of poor health. When you are serious and keen to teach in the classroom to understand the world, it is called healthy attitude and if not interested, it is called unhealthy attitude. 'Health' is, therefore, a state of well-being so that you can function well physically, mentally and socially.
