We can see water droplets on the surface of water on the outer surface because the moisture(water vapour) present in the atmosphere gets in the contact with the cold glass.Then the water vapour takes the heat from the glass in the form of latent heat of vapourization and gets cooled in the form of liquid.Thus we observe water droplets in the outer surface of the glass.

I think the water vapourises. So in surface of the glass it contains droplets of water.
