i hope it will help you:
because phosphorus is a highly reactive element, means it react with other elements quickly. So we store phosphorus in water as if we take it out of water it will react with surrounding elements including elements present in air and get burn or catch fire.

phosphorous is highly reactive metal to air and it catches fire that's why it was kept under water to break the contact of air to phosphorus.
