We take 8 electrons in M shell because the rules given by Bohr and Bury that how to fill electrons in a shell states that the maximum no of electrons we can fill in a shell are 8 (it is among the three rules given by them).

sarikajain: By the formulae 2n2(square), where 'n' is the no. shell
Palak2581: By that formula M shell will have 18 electrons.
