Human rights and human responsibilities are separated out by a thin strand of thread.
Human rights is when the government forces people to do things that can help them like that is India where people are told what is the best thing to be done.
Human responsibility is the next level it is self realisation. Like in the US where people are not told what must be done because they are responsible enough .
