Hey mate !!
Here's your answer !!
Average is considered as a easy and economical way of calculating development to a certain extent. There are some limitations of calculating average.
Average doesn't give the true picture of development.
It doesn't show the true picture and guides disparities based on economy.
For example : Check the attachment for data
Both the countries have the same average of RS 10000. But the country of B has the money being accumulated in only one hand and this demotes the idea of development.
Hence Average is not considered as a good indicator of development as it houses the disparities.
Hope my answer helped you !!
Cheers !!

HEYA MATE HERE U GO.
We use average because they are useful for comparing different quantities of the same category.
e.g: to compute the per capita income of a country , averages have to be used because there are differences in the incomes of diverse people.
LIMITATION : Even though they are useful for comparison , they may also hide disparities .
e.g: The infant morality rate of a country does not differentiate between the male and female infants born in the country. Such an average tells us nothing about wether the number of children dying before the age of one are mostly boys or girls.
HOPE THIS WILL HELP U.
