The role of KoH in the experiment is to absorb the CO2 released by the germinating seeds

We use only germinating seeds because non-germinating seeds cannot perform respiration.

The germinating seeds in the conical flask release C02 during respiration, which is absorbed by the KOH solution kept in the small test tube. This creates partial vaccum.
