If the litmus paper turns blue to red when you place it on a substance then it is said to be acidic in nature.
If the litmus paper turns red to blue when you place it on a substance then it is said to be basic in nature.
If it doesn't change its color then it is said to be neutral

A litmus paper is used when we only have to know whether a substance is acidic or basic whereas a pH paper is used to find the strength of a SOLUTION( that is, how much acidic or basic a substance is).
