liquids are measured by litres because the density of liquids vary so much.physically weigh the fuel, since gasoline and diesel do not weigh the same.

As Ashok stated below, can you imagine going to a gasoline station (petrol station) and asking for 10 kg of fuel. They would have to have something to physically weigh the fuel, since gasoline and diesel do not weigh the same...
