grooves basically create more friction which keeps the vehicles on track (like mountain vehicles), but more friction means decreasing speed & we don't want that in some cases ( Racing Cars) the wheels in such cases only need to go fast in plain road so no need of much friction plus the rubberised wheels of the skates.
