Why do you call the spinal cord and the brain as the central nervous system?

we call spinal cord and the brain as a central nervous system as the most response given by is first instructed by the brain and th en that is sent to the spinal cord and to the effectors such as muscles.
when there is a stimulus receptors identify that and sent to the spinal cord and then sent to brain and brain give instructions for us but first it is send to spinal cord and then there is a response.This full process go in the neurons.
