This phenomenon occurs due to the moment of inertia
The bus and passengers both are in motion so when bus deccelerates to a stop our body tries to be in motion
When the bus is at rest the passenger s are also in inertia of rest hence on sudden acceleration our body moves forward as our body is in inertia of rest
I hope this helps
