This is because of " inertia of rest "of Newton's first law of motion.
Inertia of rest = The tendency of a body at rest tries to remain at rest is called Inertia of rest.
Reason = When a standing bus suddenly starts, passengers lower portion in contact with the bus also moves but the upper portion tries to remain at rest due to inertia of rest as a result passengers fall backward.
