If we are sitting in the moving bus then bus is in the motion but when it brakes to stop. Then bus comes in rest position but we are in the moving position so due to the inertia of motion we take a time to come in rest so when suddenly brakes are applied we fall in forward direction..
Similarily , when it accelerates bus come in motion but we are at the rest position so due to inertia of rest we fall backward..

The passengers in a bus tend to fall backward when it starts suddenly due to inertia as the passengers tend to remain in the state of rest while the bus starts to move. When the bus stops suddenly, people fall forward because their inertia as they are in state of motion even when the bus has come to rest.
