A powerful president has its advantages, in that they can make quick decisions and cut through inter-party disagreements when necessary. Sometimes, this seems like a good idea (although often, such power is abused).

However, many countries get by without a president. The UK is probably the most prominent example. They have a prime minister, who leads a cabinet and a parliament, but does not have the sort of executive power the US president enjoys.

In principle, you could organise a government in a way that does not require anyone more powerful than a chairman in the legislative committee, a chairman of a ministerial executive council, and a chief justice, and those positions could rotate. The nominal "head of state" would be the executive council, rather than an individual, but it wouldn't be impossible to arrange. Decisions would be made by vote, and you can add as many checks, balances, subcommittees, and people's conventions as you like.

Granted, such a rule-by-committee system may not be very efficient, but if you don't want too much government, having it tied up in meetings all day seems a great way to pull its teeth.
