Why do you need low ph to dissolve mercury nitrate?

Sodium hydroxide (NaOH) will change the pH level to higher value while nitric acid (HNO3) will acidify the mercury solution. Removal of mercury from wastewater is predicted to be more effective by changing the pH level from acidic (HNO3) to alkaline (limestone) and using membrane filtration (replacing the settlement).
