The purpose is to get rid of any clumps and/or possible debris that might be in your ingredients. By sifting the ingredients, these clumps, that could later cause a bad cake, are broken up and air is incorporated into the dry mix. I've always used all-purpose flour with starch to substitute for cake flour.
