Several factors contribute and needs to be present for the snow formation and thus for the snow fall.
1. Upper atmosphere air temperature need to be around freezing which is about Zero degree celcius
2. Surface temperature also needs to be near freezing. If it is warmer, then even if the snow falls in the upper later, it will melt and fall as rain.
3. Abundant water vapor presence in the air
Telengana's weather is not that cold - It does not reach to Zero degree celsius, and this region is very hot, and dry with no air or very little air moisture.
Thus this state does not receive snowfall
