Why do you think egg of a frog do not have a hard covering?

 Frogs and toads lay eggs in jelly-like masses, and unless the eggs are covered with water, they will dry up and die. Most amphibian eggs become much bigger after they are laid because the eggs absorb water.

It does not have hard covering as it is not fertilized.The soft layer allows sperm of male frog to enter the egg layed by female frog.
