While France was self sufficient in agriculture with a healthy export market for its goods, it lacked the wealth of resources, especially fuel (coal) and iron ore that both Germany and Britain enjoyed.

Also, it lost about 10% of it’s industrial output when Alsace and Lorraine were taken in 1871 and about 25% more when Lille and the Meuse basin was lost to the German invasion in August of 1914. It never fully recovered the output or modernization lost from 1914–1918 until about 1935, only to be that much further behind Germany in the run up to WWII.
