It is necessary for the clouds to rise in order to cause rain because the source of water in the rainfall are the clouds in the sky.

The water from the oceans and other water bodies are evaporated due to the heat and those evaporated water vapour forms the gaseous clouds in the upper sky.

Later,those vapour made clouds become condensed and form liquid water drops which causes the rainfall due to the gravitational pull force on those water drops in the clouds.
