Fishes and frogs lay so many eggs because even if they all hatch, most of them will die dut to predators or the environmental change. For example, the Fighter fish or beta fish, as all fish breeders know, lays so many eggs that'll hatch and for the first one or 2 days you can see them swimming around. But eventually, one by one,they start dying and only the fittest, which will be a few ones which can merely be counted, will survive. If all the eggs of frogs and fish has survived, then there would be too many fish in the sea and way too many frogs.
