It is because it is a government plan which offers 100 days of work to unemployment people . That's why it is referred as 'Right to work'.

Because of some reason, which are as follows:

1. It guarantees 100 days of assured work to those people who are able, and want to do work.

2. If the government fails in its duty to provide work, it will provide unemployment allowances to the people.

3. 1/3 of the jobs are reserved for women.

Because of these reasons, it may be called right to work
