Portia knows how to apply law in the most effective manner. She offers to let Shylock show mercy on Antonio and not use harsh legal proceedings against Shylock. She speaks to him about mercy and how it is an attibute to God himself trying to move Shylock from his 'envious plea' thus giving him a chance to escape.But Shylock is too sure that he is not violating any laws. When he refuses to take the money in open court, he seals his fate. This refusal of his is remembered by Portia who uses this to deny him the chance of an escape after having revealed the monster in him. Thus Portia does not accept Shylock's plea as he had proved in open court that he was a cruel man inflicting his cruelty on an innocent man who in Shylock's opinion was guilty of showing mercy to others.
