Because of the direction of gravity. Since gravity acts always inwards, so roots also grows inside the soil as roots are considered as +vely geotropism.

2. xerophytes

Xerophytes are the opposite of hydrophytes. They are adapted to extremely dry areas with little access to water. Therefore, they branch their roots out in order for them to absorb more water.
