Those who get bullied are in some way or the other and exception.They might not fit in the crowd are different or look week. They are also fearful and hesitate to defend themselves or speak up for themselves. However, this does not mean that they are weak. Those who believe concentrate on others weakness, little realisation that they are cowards themselves, as a bully in the group they use their physical strength to scare for others.
