why do you think some of the rulers and people did not join the revolt​

by revolt I think you mean the revolt of 1857 also known by Britishers as sepoy mutiny. At the time when the revolt took place the British were the strongest empire in India and the reason some rulers and people did not join the revolt was because they did not want to invoke the wrath of the British upon themselves. The rulers who supported the revolt were either killed or sent to prison .Hope this helps
