Two reasons are :
1) it contains a true nucleus with nuclear envelope, nucleolus, nucleoplasm, nuclear reticulum.
2) it contains double membrane bound cell organelles like mitochondria, golgi body, etc.
These are two essential features of an eukaryotic cell. Plant cells have these two characteristic. Therefore they are classified under eukaryotic cell.
