As the courts need to follow a proper procedure, is the right answer.

The courts are required to serve a particular procedure for which police and other segments are needed. Therefore, it is the duty of the court to follow the well-defined procedure that is mentioned in the constitution. The power to act on its own can turned the courts dictatorial and biased.
