A miscreant is a person who has done some mischief. Boys were not supposed to be out after dark. Thus the boy sitting alone on the rock in the night forced the author to call him a miscreant.

It means someone who's done something illegal or mischevious.
The boy has been referred to a miscreant for It's late in the night and students are necessarily supposed to be asleep in their homes/hostels at the unruly hour and yet the boy is wandering in the forest. Moreover, Ruskin Bond has also given the teacher a characteristic of a critic all the while adding a little humor to otherwise horrendously terrifying the story.
