Why do you think the British passed rowlatt act when they were trying to win the cooperation of the Indians?

After the end of the first world war ,The British government passed Rowlatt act.The act authorized the British government to arrest and imprison any person without taking his/her trial in the court .It also banned Indians from keeping any type of tools or weapons.
