So this question is a fairly legitimate dilemma in the 20th century.
What we should understand is the liquidity in the trends in societies and how the discrimination towards these minority groups changes with the change in trends.
Society as we know it, has had various discrimination models for centuries to count. While we may come over one model, like the caste based model, other models based on economic resource still persists. Further down the line, there could develop new models with the base being the existing once.
Therefore when there is such an inherent and liquid trend of discrimination towards the “minorities” which differ from model to model, it is important for the central law that holds the country to safeguard them as they form the majority. If say it did not protect them, then various groups of societies would be the minorities in different models of discrimination and therefore leading towards the race to establish dominance (raising collective-action problem) and therefore the society dis-integrates.
