Constitutional safeguards are necessary to protect marginalised groups from exploitation and also for their advancement as they have been exploited for a long time by the upper castes and upper sections of society. If there were no such safeguard the upper stratum would take over most of the available jobs in the government sector and the bulk of the seats in the educational institutions. In an egalitarian society, such as the one adopted by the founding fathers of Indian democracy, it was therefore absolutely necessary to have these safeguards with a view to bridging the gap between the haves and the have-nots.
