No ... India has got an independent judiciary...Thus the can act independently on it's own...

Court cannot act on its own because court is a temple of law and “law is blind” . Bind person or a 'court of law' cannot [decide or act on its own] and needs to be guided via evidence, arguments and plaint. Hence a courtcan not act on its own
