If you are referring to economic development, advance in science and technology and better standard of living then its pace cannot be equal everywhere.

There are many factors that affect these things. The history of a nation, for example. If a nation has recently been through a major revolution and war then obviously its economic development is going to be slow. It takes time to build.

There are also other things like natural calamities, the like of hurricane Maria that hit Puerto Rico. A once flourishing place reduced to a pile of rubble. What standard of living would you expect from these parts?

A nation that has not gone through such things and which has enjoyed more peace will be more prosperous and more developed than other nations who don’t enjoy that kind of peace.

These are just a few things why the pace of development of society is not equal everywhere.
