1. Geographical diversity: It is a major factor effecting pace of development as infrastructure such as electricity transportation etc effects the development work.

2. Public participation: Without public participation in development ,it is very difficult to address all the needs of development ,it will slow down pace of development and as well as degradate the quality of development.

3.Transparency in works: If a development project doesn't have record of budget for the development it will create corruption and lower the budget lower the quality of work and lower the pace

4.Technology used : The productive the technology be ,the more efficient the work will be and thus reduce work time radiccally depending on what technology is used
