  1. the first reason is that some people are rich whereas some are poor. Hence, it is not a level playing field.
  2. the second reason is that the political equation whithin a city or a state.
  3. the reason is the climatic conditions of the area. For eg:- in extreme cold areas or extreme hot areas, the development is usally low.
  4. the fourth reason is the difference between the castes, we have the caste based reservations.
