Why do you think we need permanent executives?

Permanent executive is a danger to democracy. Any executive has to be subjected to scrutiny and his functioning has to be checked, if such a permanent character has to exist, there shall be an abuse of power that will ultimately lead to a totalitarian form of statehood.
