We need the government to find solutions to many disputes or conflicts because-
 1. People may use violent means to settle their differences. 

2. This leads to fear and tension among others living in an area. 

3. The government is responsible for helping to resolve conflicts.

In the democratic country like India,all the development and judgemental works are performed by the government only.

Because,

1) The government will complete the necessary procedure in a peaceful manner and according to the laws of the constitution.

2) If the public starts solving the problems there are chances of a conflict among the population itself due to variations of the mindset.
