Why do you understand by potential resources? What are the problem and possibilities associated with their use?

the resources that are available in our nature but we have not sufficient technology to get it . This is called potential resources.

I think that if we have not enough Technology to use it so that we I don't think that we have any problem but when they will be available then if we will use it in large amount then it will be no more available in our environment.
