pablo neruda urge us to keep still bcoz he wants his listeners to introspect themselves
and live in peace and harmony and there could be universal brotherhood and people.could enjoy the bliss of silence and the fisherman would not harm the fishes and people indulged in green wars would stop but it shoud not be confused with total inactivity as life is an ongoing process
