it is so because in ch3cooh minus ions are more than in hcl

HCl is a highly polar molecule, hence dissociates in water to give 1 mol of H+ and Cl- ions...But CH3COOH is a covalent molecule with only one acidic hydrogen...Hence only yields 1mol of H+ions in water.
