why does a ballon stick to the wall after rubbing it on your jumper

because of the intermolecular force of the rubber

Static charges develop on surface of the balloon by rubbing it with polythene. An electric force develops and charges of both (balloon and wall) start to attract each other. This causes the balloon to stick to the wall.
