Why does a bullet pierce through glass making a hole, while a stone shatters it?

The only reason behind this is the small surface area of the bullet and large velocity

As we know that, Velocity of the Bullets is more than the Velocity of Stone.
Initially, the entire glass is in a state of rest.
When a bullet strikes the glass pane the part of the glass pane which comes in contact with the bullet immediately share the large velocity of the bullet and flies away making a hole.
The remaining part of the glass, due to inertia of rest remains at rest and is not cracked.
