Why does a bullet when fired against a glass window pane make a hole in it, and the glass pane will smash it?

depending on the glass pane material it may or may not be smash.
mostly it is not smash because of the impact a very huge force at a very small period of time
the force only act on the point of contact area and thus it make a hole on it

Initially, the entire glass is in a state of rest.
When a bullet strikes the glass pane the part of the glass pane which comes in contact with the bullet immediately share the large velocity of the bullet and flies away making a hole.
The remaining part of the glass, due to inertia of rest remains at rest and is not cracked.
