the bullet has a much smaller area of contact with the window, and also a greater speed. This creates a large pressure and hences makes a small hole in the window.
On the other hand, glass panel is larger in area and also moves with a much lesser velocity. This creates lesser pressure spread over a larger area causing it to smash the whole window.
