It is because when the carpet is not beaten it is in still position and due to this the dust particles are also at rest.... Now if suddenly the carpet is beaten with the stick the carpet moves bt the dust particle remained to continue at rest and get de attached from the carpet.... so the dust particles are removed on beating the carpet with stick.

When a carpet is beaten the carpet comes in motion due to inertia of motion whereas the dust particles remain at rest due to inertia of rest. These particles then get flown away by action of wind. Therefore a carpet releases dust on beating it.
