Why does a changing magnetic field induce an electric field?

This current flows because something is producing an electric field that forces the charges around the wire. (It cannot be themagnetic force since the charges are not initially moving). ... A changing magnetic field through a coil of wire therefore mustinduce an emf in the coil which in turn causes current to flow.

When we take a magnet and a coil near to one another then the induce current was formed but there is the movement of anyone either be coil and either be a magnet
