A charged plastic ruler attracts small bits of paper but not the whole paper. This is due to ELECTROSTATIC FORCE which acts upon it. This force is limited to a period of time. As weight is one of the biggest factor, the plastic ruler is unable to attract a whole paper.

because due to charging the plastic ruler some electrostatic charges attract some bits of paper if the glass is big then if we charge it will attract the whole paper.
