why does a charged plastic scale attract small pieces of paper ?

First of all when we will rub the plastic scale with some objects then it will get charge and it is electically neutral. ..
Now if we will bring some small bits of paper close to it ..it will attracts the small bits of paper as it is charged..
For more example.
When we rub the comb and then take small bits of paper close to it.
If we wil rub a balloon with our head and then put the balloon in the wall it will be still for some period of time..etc.
